What to build: 报备专员一个动作同时写两轴：审核通过 → filing_status=2 + stage 0→1；审核驳回 → filing_status=3、停 stage0（可再审口径）。写项目动态。与看板 stage0 卡片「冲突解除」入口形成闭环。本期 filing_status=0（未报备）不可达（预留态，spec §3/grill#12）。对应 spec §3/§4。
